If the conflict issues between the mobile pastoral community and the settled agricultural community are considered the most important causes of regional conflicts between tribes and then between countries, then economic cooperation between the countries of the Maghreb and West Africa will constitute efforts within the framework of South-South cooperation or the African-African framework.
The idea of regional cooperation between the two regions has crystallized in the idea of cooperation between the countries bordering the Senegal River
since the first years of its independence. It was inconceivable that a project of this size, and with such far-reaching effects, would not have an impact on the river region, on its internal human and economic balances, and on the relations between its two sides and… The two countries to which these two sides belong. The Senegal River Investment Organization was established, which connects the countries benefiting from the project, Mauritania, Mali, and Senegal, with the aim of ensuring cooperation between them and combining their forces to invest in its energies. Two large dams were built to exploit the river’s water, the Diama and Manantali dams, but the project was halted as a result of the Mauritanian-Senegalese conflict.
